Basically the photo with the red lights going around the car is what is called a time exposure. That is not my picture but here's how you would do that.
At dusk, put your camera on a tripod.
Focus it on your car.
Use a long shutter speed like 20 or 30 seconds.
Your camera will then set a small lens opening or f stop to make the exposure correctly.
To get the red/white streak around the car you can drive around it with another car or motorcycle or run around it with some kind of flashlights. It will only record the light streaks and not you because it is too dark.
You will wind up with a clear picture of your car surrounded by streaks of light.
It's like when you see pictures of a city at night and you see streaks of light in the streets caused by moving cars.
Hope that is kind of clear. I've taken alot of time exposures in the past with my film cameras. They give you interesting effects.

Yeah Don, i understand the concept of long exposures and am quite familiar with them. Ive just not seen one where the image came out that sharp after having something pass in front of it what appears to be multiple times.
