Pondering why the hell would somebody build a housing development next to an amusement park then sue the park over noise only to reach an agreement where the park has to compensate the owners (or probably more likely the developer) for noise violations.

and conversely

Why the hell would you build an amusement park next to a housing development if noise is a byproduct of your business.

I'm inclined to think it was the former situation as it is not uncommon for race tracks to get into this sort of trouble.

Then again somewhat locally home owners have been complaining for years about living next to Norfolk NAB (which has been around since 1917) and the jets in use there. Its worth noting that there was a substantial easement around the base but the city in its greed reduced that easement to allow for more development.
