After stopping, the cop noticed a car parked nearby with its lights off, investigated and found three teens, a roll of shrink wrap and a "small amount of alcohol."
Ahhh. Alcohol. That explains the enormous lack of thought the pranksters had. But if the three boys did indeed pull this prank, they don't even have that excuse since they were cold sober.
Police later found shrink wrap stretched across three other locations in the area and a fourth site had already been broken by a vehicle.

Too true. Practical jokes should never hurt others. It's supposed to be a joke, not vandalism or manslaughter. The fact that those kids were sober should step up their punishment. There's some things you just don't do. What if they'd killed someone?
This is why I think we need to bring back a certain amount of physical punishment to the system. They don't have any money to fine, if they're in school its probably only their parents who care, publication is only publicity to them, and then there's the waste of jail.
Beat the everloving snot out of them, though, and it might work. Hey, if they have TV with two morons beating each other to death, why not throw one of these gene pool tarts in the six-side and see what happens? Be good for a laugh. Bloodsport, all the way!

I would never do something stupid like that with shrink wrap, somebody could have been seriously hurt......BUT I have been known to wrap peoples cars pretty good....in CSI they call it the car condom...
