I had a girlfriend back in the 80's who worked for the local Mutual of Omaha office. When there were pre-paid inserts in the local sunday paper, they would always get a bunch of empty envelopes or filled with junk returned to them.
This kind of thing does happen, and has been happening for a long time.

I had ten Junkmails Take a Trip back to Sender this weekend. Four Were Identical Capital One Credit Card Offers. Felt Pretty Good! I don't Send Back Non Profit Charity Ones. Just Pesky Credit Card & Magazine Offers.

I have been doing this for years.
I get some stuff from companies that I have told never to send me mail again.
I just keep sending it back.
REMEMBER...
THE USPS NEEDS MORE BUSINESS.
HELP THEM OUT BY SENDING BACK JUNK MAIL.
