As long as the hooka, or bong, or pipe are clean and have never had any illegal substances smoked in them then they are perfectly legal to posses providing that you are of legal age to smoke tobacco. Granted I dont know anyone man enough to take a hit of tobacco from a 4 foot water bong, but they are still legal to sell.
