Basically it's a first person action RPG
It plays like a shooter but the targeting is weak compaired to Unreal say or tf2
the differends is that in UT or TF2, if you can keep the crosshairs on the target you can hit it.. not in Fallout.
in Fallout 3 if you have the stats (RPG element) for weapons and abilities and if it's high enough you will hit the target.
There is also the V.A.T.S. system which is basically a targeting system.
Say you walk into a romm and see a mutant you turn on VATS and you get a close up of the enemy and can cue up where you want to hit them. IN the head arms weapons and so on. And it gives you the chances of hitting and the health of the parts of the enemy.
So you can say I want my first shot to be the head and then the arms and then the weapon. and you accept the choices and the camera pulls away from you and gives you a random Max Payne-esque slow mo shot of those actions being exicuted.
It has hacking and small speach trees and such..you can play it in first person or third.

Got it tuesday and since I was on a "my **** is broke and going nowhere vacation" I beat the game in about 50 hours, pretty fun the whole way through.
Gotta love a game where you chuck a grenade onto a pier where the baddies are and the female says "fudge me" - except she didn't say fudge - right before it splatters her.
Another gold moment, a male raider was getting ready to throw a grenade at me and right before I blew his head off with my trusty .44 w/ scope, his last words were "special delivery"
And yet another good one; look for a cluster of three sat-com dishes and explore around the base of them for a certain door - post back here when you find it, pretty funny as well - it had me laughing for a good minute or so.
I really had high hopes for the game when I heard the Bethesda guys were working on it (I thouroghly enjoyed Oblivion). Fortunately I didn't play the first 2 games so I didn't have any preconcieved conventions to which the game had to adhere to. Fallout 3 ranks right up there with the Baulder's Gate (and Icewind Dale, and of course Oblivion) games for sheer RPG enjoyment.

Hey Bob been wondering..when you beat the game can you still wonder around afterwords or do you need to start over if you want to do stuff you might have missed on the first go around?

No, unfortunately like so many RPGs the final bit is a one way trip into legend (much the same as the NWN2 endings), but you just need to go back to a save where your comfortable with it and really go for a walk about. I picked up the Prima game guide (freaking massive @ 467 pages) just so I could see what I missed on the way to the end.
Yeah the mysterious stranger perk is one of my favs, the sheer comedic value of watching a Humphry Bogart kinda guy walking onto the scene and blowing away your enemy for you is pure gold.
If your going the good guy route, the Lawgiver perk is a good money maker to have since it allows you to join up with the Regulator faction (word of advice on this one, if you make it to the Regulator headquarters be sure and wipe out the giant radscorpions in the area, your contanct will rush out to engage the radscorpions and most likely get killed - seems more like a behavioral bug rather than a scripted event).
Right now my favorite enemy has to be Mr. Gutsy, if you've run into him. Other awesome enemies include Deathclaws (mainly to the North, although they have two areas were they are especially common), they are fun to hunt for the sheer terror they represnt alone, and Mirelurks - toughest bastages in the game IMO (not tough to beat, but they take a beating really well).
