Transferring Title

If a vehicle is not in running condition, does anyone know what the rules are in California to transfer the title? Can it be transferred without smog without the 30 day rule in play? I really don't want to have to go through three title transfers just because I can't get it up and running that quickly.

I need to figure this out before I can do anything about getting the 94 that I've been talking about... so yeah let me know anything you can.

Try google or yahoo. Or call the DMV. I'm not sure though, as I live in Louisiana...

Thank you. I'll be calling my uncle who works for the DMV tonight just to see if there is a way... If he doesn't know, I will definitely be back...
