HELP NEEDED---2007 F250 speedo problem

HELP NEEDED!!!!!
I'm looking for some help regarding an issue on my dad's 2007 F250 diesel. He just informed me that he's had an issue with his speedometer: when he came to a stop, he stayed at 50mph. Then, at each subsequent stop, it would drop about 5mph.
He called 3 different dealerships, and got 3 different responses: 1) "speedo needs reflash/recalibrating", 2) "never heard of the issue", 3) "we've had about 5 or 6 with this issue...you must bring it in so we can diagnose it, then order the part, which will take about 30 days (supposedly it's on backorder).
The nearest ford dealership was the one that hadn't heard of the problem. The other dealerships are about a good 1-1.5 hours away, and he can't miss a day of work just to go there to have it "diagnosed".
So, has anyone heard of or had this problem first hand. Or, is there a Ford service tech on this forum that can research some. I've done some research, but can't find anything

So far, I've found two that may be applicable:
06-7-4 and 19077.
Now, I just need to out what exactly the TSB states
