GM recalls 1.3 million Cobalts, G5s for power steering problem
GM will replace the motors on their electric power assisted steering (EPAS). Over time the motors can reportedly fail and lead to a loss of steering assist.
When the EPAS fails, the result is similar to a belt breaking on a hydraulic power steering pump. The car is still drivable and controllable, but the steering effort at low speeds rises significantly, making it difficult to maneuver at parking lot speeds. At higher speeds, relatively little steering assist is needed and drivers should be able to make it safely to the side of the road if the warning lamp comes on.

I haven't verified this but this reader comment is posted on marketwatch.com:
"The steering motors for these GM vehicles are supplied by JTEKT, a company within the Toyota Group formed by the 2006 merger of Koyo Seiko and Toyoda Machine Works."

General Motors has blamed a supplier partly owned by Toyota for a faulty car part that led to the recall of 1.3m Chevrolet and Pontiac cars in North America.
Bob Lutz, GM’s vice-chairman, on Tuesday told the BBC in Geneva that the supplier – separately identified as JTEKT, a joint venture between Toyoda Machine Works and Koyo Seiko – had not met “all requirements for reliability and durability”.
JTEKT is based in Japan but has five manufacturing plants in the US. A call for comment to the company’s US head office in Michigan was not returned.
