Can this be done? Make a Coupe into a Fastback or a Convertible?
If so is there anyone in the Midwest to do it?

Anything CAN be done - with enough $$$$$, and you're talking quit a bit of it to get what you want. 
As stated in your other thread, you'd be far ahead to buy a conv or FB rather than change a coupe over. If you insist, you could contact someone like KAR Mustang or SEMO Mustang for an idea of what's involved...

Yes it can be done . There are manufactures making kits to do the conversions. I don't know about the coupe to rag top. But it is not for the person that has not done thing like this before , There are a lot of things you can only know buy having done it before.
