When should I chang fuel filter?

My car is stored in the garage right now too, but I'll change the filter before bringing it out in the spring. I've got a few things to do to the car while it is stored.

And don't forget to change your CABIN air filter every 12-15K miles...

How much does that cost? Where is the cabin air filter located?
