If a TSB is issued, does FORD, going forward have all issues fixed at the factory going forward once an issue is defined across the car line? aka strut popping, fuel tank, bolts missing, etc?

Usually the TSB has a production date the improved parts went into production on the assembly line.

I'm not sure Ford is considering the missing bell housing bolts on the manuals a problem - as far as I know, there is no TSB on this.

I tried to have my dealer put in the bolts, but they wanted to drive it, diagnose it, etc. etc. etc. so I left (was hoping it would be a 15 minute stop, not a big back and forth conversation).
