It could be either.
There's three motors in the seat, one for front/back, one for up/down, and one for tilt action.
You'll need to go here:

And look for the F section in your case to perform the tests to determine whether it's the motor or the switch.
/As to whether you can get just a motor, if it's that...

Never was able to get just the motors for my '07 GT Vert when we had it. Ford replaced the entire rack both times....I always inquired why not the motor only and it was a labor cost thing.

I'm curious....why did ford replace yours twice? Was this a recall of some sort. Mine moves all direction, but forward n reverse it hangs up on the outboard screwjack. U have to to jockey back n forth to move the seat a little at a time or it binds up and twists the seat and stops it. Tried lube..doesn't seem to do anything

This is different... the screw jack could be the problem, but you say you've eliminated that...
There's also the 90 degree bend gear on the end of the screw jack. If it's stripped/jammed, then lubing the screw jack won't matter. It's not likely the motor/shafts if it moves at all.

I'm gonna have to pull it out and mess with it. I wonder if could disengage the one side somehow? Eliminate the side hanging up. Don't wanna over exert the other side so it wears out . Maybe???.?

To continue in this thread. I just picked up a 2007 GT Convertible and noticed that the passenger seat does not travel back far enough. I'm 6'7" and my son is 6'9". He is really cramped at the dash. It seems to me that the seat is not moving all the way back. I don't hear any motor strain. How does the seat decide to stop? There is at least 4 more inches of rail once it is stopped.
Any help appreciated.
