In your 1st post you said-My front passenger side and her rear drivers side touched. Basically- the filth off her SUV transferred onto my car with no damage to either vehicle that a carwash didn't fix. NOTHING
So you ADMITTED that you were involved in a MINOR traffic accident.
I don't know about the laws in your state, but here in CA when you're involved in an accident, you pull off the road, check for injuries then exchange information with the other driver.

In Alabama we have issues with uninsured drivers.....so the cops show up for a hangnail.

Yea, I don't deny I admit what happened- however I didn't notice the dirt transfer until after the cop showed up and we gave him our information. I wasn't getting out for something I didn't know was a crash!

I was on my way to work one night and I had changed lanes to exit the freeway and happened to scape a car on my left...didn't know it happened. The next thing I know the other car pulled up next to me and the driver motioned for me to roll my window down and told me I had hit her car.
We then pulled over to exchange information, and upon inspecting the cars the only damage was a scratch on my fender that rubbed out with no problem. Since the only damage was to my car no report was filed and police were never called.
We also have a problem w/ uninsured drivers here, but the police still doesn't respond in LA City.
You take down the other drivers information and give it to your insurance company and let them take care of the damage to your car and go after the other driver for payment.

Its insane here-- the cops don't have too much to do so they show up for anything. They show up and also check silly stuff like do you have a valid license,registration and current insurance which are all ticketable here.
All in all- I am glad I didn't mess up her car(don't get me wrong).OR Mine especially. BUT I am mad that this whole thing happened and had to become a major issue.

Thats weird law.Here in Jersey we offer cash on the spot w/a reciept for small damages to keep it out of the insurance.My daughter bumped a car in the bumper at a stop sign.I ran up there a offered him cash to settle with the cop standing there.Issue over.
Reports were filled out and handed to the drivers for them to do what they may as long as there was no injuries.
Offer her a car wash or buff if you can.May be alot cheaper?
She blew this up way to big.

My guess would be they were driving on suspended or revoked licenses (or never had a license at all) or were driving cars they weren't supposed to be driving to begin with.

Like today- Its New years eve- good luck finding something spirited to drink!
At least I was in my own mustang and not the hubbys- he would have killed me. HE was right there with me- and he was all WTF you screwed up your car- and I was saying NO......It will come off when I get to the stupid car wash, and he didn't believe me. And oh look- my shiny yellow car is good as ever-She still looks like she did the day I brough her home(save for the hoodpins and other stuff).

I would guess when the person felt you hit her car she then saw you leaving and thought you were leaving the scene of an accident and she was going to get screwed out of damages. I was at the mall last weekend and this old guy is backing out of a spot and cuts his wheels to the right to back ouot. My son says "wow he just hit that jeep". I stop the guy and tell him he just whckaed that car. he didnt have a clue he did it...allgedly. He ended up going to look for damage and hung out for a few minutes checking. It didnt appear he did any damage but the old b*stard was going to drive off. My guess is he knew he did it and didnt want to stop. He was pretty old and they would probably have taken his license or had him retested. here in maine you have to be rested periodically after a certain age to make sure you are still competent...thank god. And surprisingly alot who are found to be ok aren't. So anyway, glad to hear things worked out and both cars are ok
