Many have, but the rust is actually a coating unto itself. However, to properly do it, you'd scrub it down and clean it up with scotchbrite and/or wirebrush. Wipe it down good with a solvent that doesn't leave anything behind.
Then paint it with a good primer. One good, smooth, heavy coat, or two medium coats. Epoxy primer is probably better, but as long as it's all covered, it should be good.
Then paint it with whatever main color you want, starting with two light coats at first, then a couple of medium.
OH, and most important... Low humidity conditions and low wind. And if you could de-bug the place, even better. But if them bugs get in there.. paint them too. Poor, stupid bugs.
It'll be great. I suggest satin black engine enamel, myself. My mufflers that I recently did look *fantastic* with that technique. And outta rattle cans too. Too bad the smoothest parts, the top sides, won't be seen... they're perfect.
