Wait like 15 20 mins between your coats. Even if the stuff feels like its dry its not so befor you take your take your tape off let it dry for 1 to 2 hours

maybe you had some wax or some other contaminant on there still. Best option if you are still having trouble is take it off, reclean and try again.

It looks like inconsistency in distance/speed. If you get too close to the surface it does that. Just back up and make sure you're very consistent.
