Fuel efficiency... Run bigger diameter tires. Run 2.26 gears in the axle. Tape off all seams and put various wedges up front to better split the air, but be mindful of cooling issues. also, remove any wings/spoilers, but add a rear diffuser, that's actually a good thing. Don't use the A/C. Ever. But you have to also run with your windows up lest you add drag. And go read about 'hypermile', but be prepared to tick off your fellow drivers around you when you implement that.
If adding MPG is your goal, you should really invest in a better car for that than try to eek it out of a Mustang. V6 or GT. Because by the time you do all that and get it to actually work, you've really sort of made the Mustang not a Mustang, and it'll look ridiculous too with that wedging stuff. :P And you'll be seriously hot in the interior running no A/C and no windows down. And you'll not add power, so there's that too.
