emergency brake adjustment?

Today I was playign around and had the E brake pulled and put the car in Reverse. I was surprised to find it roll back as if the brake was not set. Is there a way to tighten the brake? I don't think the car should roll so freely with the brake set.

Its an automatic by the way if that makes a difference.
