What is the deal with racing a vert on a dragstrip?

The NHRA rules state any vert tipping the 13.99 needs a roll cage.

"A roll bar is required in any convertible running 13.99 seconds or quicker in the quarter mile"

Has anyone taken their 05 vert to a strip? I want to take it eventually but 13.99 seems pretty doable right from the start.

Do those rules apply to stock vehicles that are equipped to run that fast? Ive seen some videos of verts are dragstrips without rollcages running in the 12s and 13s (vettes, vipers, cobras). Im curious bout this too because im bout to purchase an 03 cobra, and if i put pulley swap, intake, exhaust on it, im going to get dangerously close to 11s, and it says u need a roll cage for that, and a driveshaft loop

I have been searching a bit more and was reading on englishtown and newengland raceway (nj and nh) and looks like they will allow up to 13.5. But E-town has some provisions for pure stock verts up to 12.5. I am also assuming this is "racing", rules may be different for test-n-tunes.
