I bought a used bama tuner a steal of 200 bucks unlock and everything. i know i should jus shut up and jus go buy the tune I plan on getting one from soon. but can i safely just use the strategy tune and only switch the octane rating and leave eveything else stock?

That's a pretty good question and it's going to really depend on what modifications you've installed on the car or what you may be planning to install in the future. In some cases the strategy tune wont accommodate it though!
