That is the piece behind the door handle that covers the bolt. Just pull on the handle and snap it back in. You have to take it off to take the inside of your door off.

When I pulled up the passenger side carpet in my first Mustang (when it was 2 yrs old) I found some UAW workers lunch remnants (bag, sandwich wrappers and an orange peel) underneath.
