I'd be very suprised if they have, the EU give more rights to criminals than they do to honest people
I am fairly positive they do not offer it in Britain, there would be to many torched Cats!!
Wombert might be able to let you know if they offer it on the Continent.

it may be legal to attach one to your car, though... in some countries... but I think you'd get into serious trouble if you used it. Definitely not legal to attach in Germany, I guess, where Dodge had to rework the Viper to have the exhaust tips at the back of the car because side exhaust is against regulations (although the Mercedes SLR has them... )
the EU stuff: I heard of a burglar that broke into a garage in the U.S. but couldn't get back out. The owners were on holidays, so the guy had to eat dog food or something for a week or so. He was adjudicated compensation. Or the all-famous story of the guy who put his cat into a microwave. Or the one who spilled hot coffee over his pants at McDonalds. You see, U.S. laws are just as weird as EU ones
anyway... I couldn't image any one car manufacturer that would offer some sort of flamethrower on their cars :P
(but some people down in South Africa have such things. Should be aftermarket, though )
