What you need is a winning lottery ticket, months worth of research and testing, and some magic fairy dust.
I'm all for being headstrong and setting high goals, but this is rediculous

You'll need to go in with a shop and build a tube frame car from the ground up. That much horsepower you wont need it for anything but straight line so your building a funny car basically.

Disconnect the drive shaft first and write a will because the brakes won't stop it.
Jason, you are going to have to heavily modify any mustang if you wish to go anything over 400rwhp. This includes fuel system, drivetrain, suspension, etc..
Go to a major race....find Billy Glidden and buy his car......that's about as close as you will get.
...and I'm being serious.
You have to get in with reality or you just inherited Anna Nicole Smith's estate and have an unlimited budget and since that's still in a courtroom I doubt that's the case.
There's an old saying...."Speed costs money....How fast do you want to go?"....what you are eluding to will cost you in the neighborhood of $75,000 and that's a beginning estimate.

It borders on blasphemy on posting this link (since it's not a Mustang... Heck... it's not even a Ford!). Still... The 2200 remark sparked my memory on this one:
Having 2200 bhp and still being road-legal...
