I havent changed them on a stang, but I am sure they are kind of hard to get to. Probably have to reach to the back of them from the backside of the bumper cover. Sure it will be a pain to check them, but not near as much of a pain spending a crap load of timing trying to solve an electrical issue when all you have is a blown bulb.

sounds like you have my problem, a water leak.
mine were fine until the body shop had to take the bumper cover off and the lights out, then they started to leak in the rain, and when water touches those hot halogen bulbs, they literally burst.
went through three bulbs before I finally did something about it. I bought a tube of clear silicon sealant and went around the seams of the fog light housings. I didn't take them out to do this though, as I couldn't find a way to (didn't have a manual at the time). So I loosened the alignment screws so they tilted up and down, and while it was down i spread the sealant across the top. then after it dried, tilted them up and sealed the bottoms, then put them back into place.
after many rain storms and puddles, my bulbs haven't blown yet
