Did any of the late 90's V6s have an option to come with traction control. I know it was an option on the V8s. If so was it always on or could you turn it off?

I dont believe they had a TCS on the v6's, i dont even know if they have them now. The TCS only came on the GT's (V8's). I have a 2000 v6 and i dont have it. Any vehicle that has TCS it is automatically on every time the car is started. It works by identifying the slipping tires, decreases the air to fuel ratio which slows the RPM's, and applies the brakes. So if its speed your looking for, leave the TCS on, just learn the threshold of your clutch, and work the gas softly. Hope that is helpful!

I have a 2000 V6 and have TC............

edit:

Just checked. Traction control was introduced in the 1999 model year as an option on both the V6 and V8. ABS was standard on the GT, but optional on the V6, TC was only available on the V6 if you also went for ABS (hence why mine has both!)
