Lights are too dim on my 68

Anyone know of an easy fix to brighten up the head lights and fog lights on a 68. I've heard and read that it's all in the wiring harness and isn't necessarily the bulbs. I've posted this question on another forum and I was given a wiring diagram and instructions on using some relays or something. It's suppose to free up some wasted voltage that the wiring harness is not allowing to get to the bulbs. Anyone tried this? I was hoping to just buy different bulbs, but I don't wanna waste money on bulbs if they aren't the problem. Thanks guys.

BTW I did just install the LED tail lights from NPD. They are super easy to install and much, much brighter. I highly recommend them.

Make sure you have adequate grounding. A poor ground will act like poor voltage.
