Unfortunately, I don't think you are far off. I wonder how they intend to get VINs for these cars, or will they be registered as "kit" cars like AC Cobras?

The ONLY correct and legal way in the case of building these cars from ground up is to apply to that particular state for a VIN...which will be a state supplied unique VIN just like that of a kit car. Each state is different though but that is the process and it can be a lengthy one depending on the state.
