should dealer have to perform tsb after warranty expires?
Hi all, I found a tsb relating to the water leak around the cowl area. Should the dealer perform the repair even thou my warranty has expired? Thanks

A TSB is not a warranty or recall item. It is just a Technical Service Bulletin, aka "instructions". 'If this problem happens, here's how to fix it.'
If your car is in warranty, then it's a warranty item and it's no charge.
If it's out of warranty, then it's a fully chargeable item to you. Or you can read up on how to do it and then perform the work yourself, if you're so inclined.

As said above those are just basically a worksheet for the techs to aid in diagnoses and repairs. Unless its issued as a safety recall its at the dealers discretion. If you know a guy at a dealer or you do a lot of business with a particular one they may be more inclined to help out a repeat customer but other than that be ready for a no. Thats not a hard fix though so if they do decide to charge you you can probably knock it out yourself on a saturday.

ok, what is the TSB all about? I have a 2013 GT and one time I drove it in the rain, and I felt a water drop on my foot (was wearing sandals at the time) and was like where the hell did that come from??

Just as the others posted.. A TSB is not related to safety recalls nor warranty issues but rather as aids to diagnose and make repairs..
If the issue is covered under warranty ? The dealership will fix it at no charge, otherwise it's at their discretion..

Basically there are grommets at the bottom of the cowl area that are supposed to allow the water to drain but they can become clogged allowing water to puddle up and eventually spill into the cabin. Basically the TSB states that you need to clear them out regularly as leaves and such tend to build up there. I removed mine completely don't see the need for them really they just create problems. I also make sure to clean the area every time I change the cabin filter.

What Chris said. Removing the black plastic cowl on the passenger side gives you access to the cabin filter, and the drain holes (with rubber grommets). You can replace the filter yourself, and clear the drain holes if they are clogged.
Much better than the old days of the 60s Mustangs, where the cowl would clog and rust out. Repairs involved drilling out hundreds of welds to remove the cowl in the old designs.
