Ok I need advice from all of you dog owners and lovers...

I have neighbors that have 3 toy breeds (yorkie, Chihuahua, and a Maltese) maybe I am overthinking and using my heart and not my head....these babies are outside 24/7 from hot to cold to downpouring rain without any shelter and no love whatsoever, I dont know much about dogs but I know these toy breeds aren't meant to be outside all the time in a very small space...

What should I do? Is this animal neglect?

 

To me, it does. If they're kept penned up in an unsheltered area, then that's wrong. Nothing should be forced to stay exposed. Make the call.

 

Neglect. No animal should be left outside without a shelter to provide shade from the sun and to stay dry when it rains.

 

Yup call animal control and take pics, sadly animal abuse laws aren't as harsh/ penalized as they should be ( starved dog, covered in ticks, and just a couple hundred dollar ticket )

 

I just want these little guys in a real home...I will make the call before work today and hope it will be the right decision ...

 

It is, I highly doubt they( dog owners) will get in much trouble, probably just a stern talking to, and possible fines if they come back and nothing has changed.

 

I just want the dogs taken away, their barking and crying is killing me....

Also can't take pictures, the neighbors are home and the dogs bark when they see me over the fence, I will do what I can though...

 

Call the cops( not 911, your local police department ) a file a noise complaint, they usually come out quicker.
