I have severe doubts about the "prototype" part. It looks very much like just an old Turbo Technics draw-through turbo kit for a similar Capri that somebody adapted to a II. Janspeed also used to make a similar kit. There was also a company called Rokstock that did turbo kits, but they never offered anything as lowball as what's on that car.
The custom flares are pretty neat but not an uncommon custom modification in the '70's. The whole thing could have easily been done by a weekend mechanic in his backyard. A pretty neat car though, but I'd sure want to see some solid documentation of that prototype claim before I shelled out anything like that amount of cash.
Edit:and I forgot. You could buy a new Capri or Mustang II at the Revson Ford/Mercury dealer(owned by Peter Revson) back in the day and they would be happy to install a turbo kit on it for you. I don't know if they did fender flares though.

Even if WELL documented I don't think it will ever bring near that amount of $$$. They are dreaming....but everyone has the right to dream

As I recall, those draw-through turbo setups were pretty underwhelming. Lots of throttle lag, and not very pleasant to keep in tune. I remember reading unhappy reviews in the magazines about them.
