He's making noise, letting gullible publications share the word of what he will supposedly offer, once he actually gets his sleazy hands on these cars.
But with his reputation being what it is, I'm sure they won't run worth a **** and only he knows whose parts will end up on whose car, and how many GT500 owners he'll rip off, just like the many Viper owners that still have lawsuits against him.
