18s and 20s have the most affordable tires. I'm partial to 20s. I think they fill up the wheel well nicely. If you have a square setup tires aren't too bad on the 20x8.5. You can get 255/35 for around $130 a piece.

As far as lowering it. The SR springs are ok if you are on a budget. I prefer the Eibachs though. To me its worth the extra cash.

I picked a lot of my stuff up used on CL. Many guys go through these cars like crazy and always sell their stuff before trading it in. I got my wheels, tires, exhaust, and CAI there for less than half of retail.
