It's a check box when they download the software. I'd take it back in and have them ensure it was programmed

It will NEVER come on while the car is stationary. If you had done you test and then rolled forward a little, it probably would have come on. When it switches into this mode it chimes once and displays "Track key ENGINE enabled"

The instructions say it won't come on if the car sits at idle. I could get mine to kick in once it's warmed up and blipping the throttle while in neutral.
From page 4 of the track key instructions (http://www.fordracingparts.com/track...ions%201.0.pdf)

For lopey idle to be enabled, three conditions must first be satisfied. The first condition is that 130 seconds must have elapsed since the engine coolant temperature reached 170 °F (77 °C) while the engine is running. The second condition is that the engine must not currently be idling (Note that it is sufficient just to rev it up in neutral or drive away once the other conditions have been met and lopey idle mode will be enabled). The third condition is that there must not be any detected failures of engine control related sensors or actuators. When all these conditions are met, the instrument cluster will make a "ding" sound and the message center will display "TRACKEY IDLE ENABLED".

Not true. I had some guys asking about TK at the first car show I was at after getting it installed, and I turned the car on, let it idle for a bit, tapped the gas and it enabled TK Engine. Got a lot of comments from the guys after it went from the smooth stock idle into the lopey idle.

The web page below has links to both the dealer TK install and customer use instruction docs. Some good information including ways to verify all programing was completed correctly and what may cause issues with things like the lopey idle. Good info for all TK owners.
