2013 Steering wheel audio controls not working{The Fix, Reload As-Built with Forscan}

Looking for suggestions. I have a 2013 V6 base Mustang with the Shaker audio system, non-Sync system. My radio/audio controls on my steering wheel are not working, although all the buttons on the left side DO work, cruise, setup etc. My wheel has 5 buttons on the right side, musical note button, volume up/down and track-channel up/down. I've scanned the vehicle with Forscan and there are no audio codes and all the functions on the radio itself seem to be working fine.
Any ideas?
I've heard the clock spring can cause this, but is there a definitive way to test or be sure before just replacing it. Any other tests I can do?

Well I was able to follow the diagnostic as far as looking at the individual PIDs from the switches on the right side of the steering wheel and I found something that's a bit over my head.
The switches show "INACTIVE", but everything else in the vehicle audio related seems to be fine, as well as all the switches on the left side of the wheel including cruise control and heads up display controls.
Here are a couple screenshots of the manual and my findings. Live data of the audio PIDs.
There was no change to the "INACTIVE" when the buttons were pressed. The data was running when that screenshot was taken, and the radio was on.
Anyone have any ideas? I'm doubting a clock spring would cause only one side of the wheel to go out. The switches don't physically feel the best but all of them are reading the same.
Does anyone know if the controls need to be "programmed" to the radio in any way? This vehicle was taken apart, but the vehicle wiring was for the most part unmolested. Door harnesses were the only area that were fixed, everything else was just unplugged, removed and when things went back together everything was just plugged back in.
This is the only thing other than missing TPMS sensors that I've found and can't seem to fix.
The wiring in the steering wheel looks as it should.
UPDATE:
Took steering wheel out of vehicle. Checked steering wheel harness, switches to clock spring/all good.
Checked right side audio switches for function/all good, switches function as should.
Reinstalled steering wheel, plugged harness into clock spring, left side switches function as before/all good, right side switches still INOP.
It's honestly acting like the radio doesn't know the switches are even there.
I'm at a loss....
All connections at the rear of the radio module seem to be as they should. Everything was plugged in and all the wires and connectors look as they should.
I'm stumped......
The vehicle is new to me, I've only owned it for a few months and because it's winter is here in northern Michigan, and the transmission had to come out and get repaired I have never driven it. I'm trying to knock out little things one at a time. Radio controls, sport shifter switch inop, and passenger seatbelt pretensioner are all I've found wrong at this point.
I understand that the shifter switches can be problematic, pretensioner has been sent out, radio switches have me stumped.

I would assume they should work, why would they be there if not. Except for the phone button on the radio which without Sync I can understand not working.
I'm honestly at a loss.....
By Your Description of Your Steering Wheel Radio Control Buttons I Believe You Have The Wrong Switch at Least on the Right Side. I May Be Wrong But By Your Vin on Two Different Web Sites Your Switches Should Look Like These. If Different I Think We Found The Issue. There are 3 Different Switches Available on Right Side Depending on Radio. I Found Two Different Styles on Left Side. One Has Mirror Control. So I Think Either Somebody Swapped Wheels or Changed To Wrong Switch on Right side.
Hmm, Well Yours Does Not Have The Note Figure. Could Be on the Right Track or Newer Service part Switch May Have Omitted it. Will Dig a Bit More. I Thought Somewhere You Said Switch Had Phone Button. I Guess it was Just Radio Had Phone Button. The Note Button is Solid? It Does Not Actually Push in????
Yes, just radio has phone button and when I push it nothing happens, but then again it's a non-Sync system.
The one part you included is different from mine in that it does not have the note symbol or the mode button. I'm wondering if that's what should be in place of mine. Maybe it's wired differently.
This interior was reassembled and I'm not sure that all the parts used to put the interior back together were from this vehicle originally.
It can Be Real Easy To Get Things Mixed Up a Bit With Parts as Designs Change Etc. Inaccurate Pics & The Like I Checked Another Website and The DR3Z-9C888-CA Shows The Note Symbol. I Was Hoping I Had Found an Easy Answer For You!
