So from what I am reading is I paint it Candy Apple Red, then put Raven Black stripes on it. For clear I put a heavy coat of pearl on the stripes and a lighter coat on the rest of the car.
Back when I was painting I was partial to PPG Deltron. Things have changed over the years however all of the major brands have a premium quality base/clear system available. It all depends on how much money you want to spend. If you are looking for a three stage paint as in pearl, candy then clear you might look at some of the Cadillac colors or motorcycle colors that are available in the brand of your choice however I would caution against anything that will be hard to match in the future. You can find plenty of B/C colors that will give you a look that you will like and be easier to match later.

What I would do is paint the car candy apple red. You mentioned painting the hood and rear taillight panel black. I would put a coat of clear with little bit of red pearl in it on the hood and tailight panel. Then for the stripes put a coat of clear with a lil bit more red pearl in it to bring them out. The candy apple red will look good already and the red pearl will bring everything together real nice IMO
I'm using Wanda base, and HP clear. That's the same base I used on your MPV. It matches OE colors good, hides in 2-3 coats, lays down nicely, and tacks quickly. Preparation is the number one element in painting, technique is also number 1. kennyg
Wanda: From Akzo-Nobel the makers of Sikkens
Equipment is also #1. You don't want to use an oil spitting compressor! That makes three important number 1's!
The MPV does match very well for being panel painted with no blending. The orange peel also matches the factory clear incredibly well.

He has 2 Ford GTs, I believe 2 68 GT500s, that Z28 camaro, and some other car I believe.
Paint color is Candy Chrome Red. Closest color I can find to it is Candy Blood Red.

How much would you charge? If you could paint it, would you be able to paint a 3 stage?

If I was to have a base coat of black instead of silver it would darken the paint a good bit right?

This is the color I want, but just a little darker. The kit uses a base coat of Nevada Silver and I was wondering how much darker it would be with a black base coat.

It would turn it to almost a dark cherry red I believe. But it would darken it up a bit. If you want to darken it up a lil bit but not that much I wouldnt go with such a dark color.
I can probably paint it for half of what any professional shop would charge, and you can ask around for references. Most people in the club are familiar with my work. Email me and I'll come look at it and we can talk.
