Mike Greene, 65 Mustang flare?

I can't think of anyone else that may know this off the top of their head. I got this email in and the picture below. Can you help? I appreciate it.

I have a ‘65 Mustang 2+2
Have you ever seen a recessed (concave) rear fender flare like this?
It appears to be factory because I don’t see any evidence that it was replaced, repaired or customized.
I’ve never seen another like it... Have you?
I’m pretty good at spotting bodywork that’s been done.
The factory seams and spot welds look unmolested. The back side, lip of the wheel opening and the inner fender looks correct.
I see no evidence of patching or welding.
I heard of a few “Dealer Promos”...perhaps this could be one?
Do I have something rare or an orphan nobody wants?
Either way...it’s a nice little car.

It's definitely an "orphan that nobody wants"! I 've seen his question before. There is no way Ford would have done this - just think of the tooling required for the machine press - just to stamp out one or two? No way. And it would have had to have a separate Ford part number - you can check the FORD '65-72 MPC - I don't think you'll find it. In my opinion, it's probably an early improperly made repro quarter. A really good body man could make a quarter replacement nearly untraceable.
I have seen similar questions and pictures on other websites concerning 1965-66 Mustangs. One person stated that in the old big wheel and tire shackles air shocks days hitting rough road hard made tires bottom out on the fender opening arches so hard they could cause the quarter panels to buckle.
