Missing panel

I'm missing this panel on the passenger side front. Does anyone know the part name for it. I'm trying to buy a replacement.

You buy your vehicle used, or new?

Take to ford dealer, inquire about part number.

Should be able to find one at a junkyard. Why in the world would the panel be missing in the first place?
