Yeah that sucks, some touch up paint would do wonders. This may sound strange but scratches to the plastic bumpers don't bother me nearly as much as dents and scratches on the metal panels. I feel your pain though, you ask yourself why you. The answer is some people are just idiots and don't care or respect other people's property. AKA, OPP! Lol.

Notice and not care is more accurate....

Any suggestions for touch up on powder coat wheels?!? Yeah the RTR rubbed on a railroad tie backing up. Only damage was rubbed off powder coat about an inch and a half on the outermost rim.

The only suggestion for special finish wheels is try and find a color that matches the wheel finish the closest and use that. I ran into this dilemma with a set of BBS RG-R wheels I owned on my previous car. Those wheels had a very special and unique painting process that the local wheel repair shop could not replicate. So I found some touch up paint that almost matched and it looked loads better. You'll still know it's there but it'll be harder to find, so your eyes won't go right to the scratch.
