Can you order a 3.73 axle on a '13 GT base?
I'm pretty sure that the 2013 banks are closed. If you ordered it would be a 2014.
I know you can get those gears with a track pack on base GT.
According to the order guide you can get the 3.73 with 301a which is base:

Interior quality is just fine and the only things you won't get are dress up items. For instance you're pedals are rubber, not metal with rubber inserts, interior door handles are black plastic not chrome and the parking brake handle is not wrapped in leather and you don't get the track apps - honestly, not a big deal in my book. The stereo is still great, you have all the bells and whistles like A/C, cruise, auto power windows and door locks, iPod hook-up and aux outlets.
Again, by not getting the premium you're simple giving up some tech and dress up package items, nothing more. My car was ordered for pure performance, nothing else.

It's all about what you want. As mentioned, could care less about the stereo (although I think it's just fine) and I bought this car for performance, not the stereo. Plus, if you look back historically on Mustangs, the least optioned performance variants are some of the most sought after.
I originally had decided on a base 12 with brembos and 3.73s. I really like the interior on the 300a. I even once and a while wish I had gone that way because I wouldn't feel bad about pulling out my seats and buying the factory Recaros.
Now that I have my 400a, I really enjoy it. It's a bit more of a multiple purpose car. The premium interior gives you a car with the creature comforts of a luxury car but you still have that engine to make your heart jump.
As long as you drive home in a Mustang, I don't think you can make a bad choice. Unless its a mustang II. My grandfather had one and it sucked.

I remember on the Ford website for the 2012's you could pick the 3.55 or 3.73 rear end, but the option is gone for 2013. Guess maybe the dealers would just be able to add it. I don't remember it being an upcharge?
I plan on ordering the same way. True, the base GT 300As with TP & Recaros are a popular way to order and will be sought after in years to come.
I test drove at a local dealer in MD this Saturday, and was also told it was still possible to order a 2013. Everything I've read online tells me this is wrong, and I suspect the dealer just wanted me to commit to filling out an order sheet, or honestly wasn't aware of the close on ordering.
I've now driven a base 301a, and Premium 400a GT, with and without 3.73s, and with/without Recaro seats. The following are just my opinions on the various options:
The $4k "premium" interior is about $2k too expensive for what it is. The 400a leather and trim accents are nice & handsome, and I'd pay $2k to get them. But the Shaker stereo was disappointing - it's dull & muddy; even if the base stereo is crap, this is still crap. Adds no value whatsoever IMO, it's that bad (seriously, my wife's stock VW Jetta stereo sounds like an audiophile system by comparison). The MyColor gauges are fun to play with, but I actually found them less readable than the base ones.
The Recaro seats? Worth every penny. These are the real "premium" interior option, as they vastly improve a part of the car you interact with every time you get in it.
3.73s (or 3.55s) can definitely be had in an otherwise "base" car, although I've only ever seen them paired with the Brembo Brake Pkg or Track Pack. Again, I'm going to be in the minority and say that these are a bit loony on a street car. The one I drove would brake traction in second gear in the dry just by mashing the gas (with the fancy BBP rubber too). Good muscle-car fun, but the 3.73s basically render 1st gear completely pointless, in which case why even bother having a 6-sp manual? I'm going to be sacrilegious and suggest that a 3.31 car is probably quicker anywhere but the drag strip, and even then you'd better have a well-tuned right foot to take advantage.
3.73s did make the car feel quicker though.
The ideal Mustang to me? Base GT, 301a, BBP, and Recaros (maybe gears). Highlights all the best aspects of the current car, without a bunch of add-ons, toys, or "upgrades" of dubious benefit.

i ordered my base gt 2013 with the 373 gear, it was my only option cost was 375$ then i sent the car to shelby american... its a blackcoupe with white stripes.. 624hp i am going to a 4.10 ratio if any needs the 373 ratio it has only 4 miles on it.
The gears are worth the money up front. Nice to see Ford offering them knowing it was a popular option for aftermarket, but not a cheap one.
After driving all flavors of GTs with gears, the 3.73 is still my favorite.
