Besides, I thought windsor gets the 5.0

 

I know Windsor is doing the production ramp up for the 5.0L. But will this be like the 4.6L which started at Windsor for pre-production as well and was then moved to Romeo? After all, both Cleveland and Romeo do/will have extra production space IIRC. I'll be interested to see how this all hashes out.

 

Could be, but the big hubub in the papers sounds like it wasn't just a ramp-up
As the plant is closed now (or very close to it)

I can't see them opening it, just to ramp up.
