The cold air intake just goes to the corner of the engine bay. It does not go down into the fender and is not susceptible to water getting into it. Look at the photos of them installed and you will see where they sit, behind the drivers headlight.
And there is no "Short Ram" intake made for the 2011+ cars so nobody can help you find one.
My current personal favorite CAI is the Airaid, low cost and designed pretty well with a very good airbox.
"short ram" intakes are usually cheap on eBay with a crappy air filter and do more harm than good. Additionally, those that sit right next to the engine actually are worse performing due to head soak from the engine bay. You'd be better off staying with the stock intake before going short ram. Most CAI's are separated by a heat shield from engine heat, so that a true cold air charge is used. They also come with a quality filter when you buy a known brand.
And you heard wrong about water. Only intakes inside the fender are more susceptible to water intake, and even then, that is rare unless you stop with the nose of the car in water. None of the v6 intakes use the inside the fender design.

Best current design CAI and no tune is required, been many installed and all have been praised by the car owners.

The only one for the 2011 V6 that is a tune required CAI is the Steeda and from what I've seen they are not making much more power than anyone else.
