I would Make a Patch on the Inside of the Strap. Here are some Options. First Make sure the Repair Area is Cleaned with some Denatured alcohol for adhesion if using Chemicals.
1. You Could Get a Fiberglass Body Repair Kit Available at most parts Houses. I realize the Cover is not Fiberglass but the Kit Uses Fiberglass and will be strong though inflexable. So make sure you attach cover as soon as repair is made.
2. Make an overlay Strap out of a Thin Piece of Sheet Metal and Epoxy or Pop Rivet very Low on the Bottom of the Cover where it would be inconspicous.
3. Lay a wide epoxy Bead on the Tear. I would Try this first as my Choice. Get a Good Two part Epoxy.
4. Use some Metal Tape on the Inside Edge. {Looks like Chrome} Tuff Stuff! A big Hardware Store should Have.
