Oil on spark plug threads??

If the plugs were tight, the sludge is below where the plug seals with the head - so it couldn't be from the cam cover gasket. Do you have signs of the cam cover leaking?
Why the rust? Engine wash gets under the plug boot?

says 5.0 pushrod was 94, 95, then 4.6 2V OHC from 96 - 04.
"1996 was the first year for the 4.6L Modular V-8. The GT model was a SOHC at 215 horsepower, and the Cobra model was a 32-valve DOHC at 305 horsepower. Taillights in 1996 were changed to a vertical tri-cell design more like first generation Mustangs. "

1999 marked Mustang's 35th anniversary, and Mustang got a fresh new look. Though still based on the Fox platform, the smooth lines from 1994-1998 were replaced with an edgier design.

Ya might wanna check your title and make sure it's not a salvaged title. Spark plugs shouldn't have rust on them unless the car has sat. Electric spark repels rust, so there should not be any rust on your electrical components unless it has sat

My bad, answered before i checked my info, water has gotten under the boots which you could use boot lube and anti-seize compound on your new plugs. Sorry, never had this problem so I was guessing. But from what I've read this shouldn't happen unless the plugs aren't gapped right or the boot isn't seated right. Or also you could have a head gasket leak

And I've had three V-6 3.8's and they are notorious for blowing head gaskets. Ya just can't run the A/C's in traffic it seems for long without burning those head gaskets. Might have something to do with the aluminum heads. I got lucky and mine was under warranty

i think its the valve cover gasket. i havnt had the car very long. its been sitting for a few months in cold weather. the plugs werr very difficult to remove. i replaced them with iridium autolite spark plugs. and yes they werr nasty. the previous owner didnt take care of this. so im trying to slowly but surely restore everything back to mint
