What's the deal with the H13's?

I'm searching for a brighter/whiter bulb for the headlights and fogs. No one had the H13's (aftermarket) - can someone tell me what the diff is between the H13 and a standard twin filament halogen bulb? Is the H13 just a "heavy duty" bulb with the same wattages as a standard dual filament Halogen - anyone know the wattages for this bulb high/low beam?

Anyone know the wattage for high beam and low beam on this bulb - cause I'm betting a regular dual filament halogen would work - If I can switch the base.
