Hey, to each his own, whatever lights your fire. Red would be good if you have ICAP. Just don't take it too far, big ol' wing, graphics and fart can etc.
i had a 98 grand am GT long ago with blue neon lighting underneath ther car, they are a waste of money!!! I was unable to take it to the carwash, one of those drive through ones, a lot of places didn't have a drive on lift to get the car fixed and if u hit a dip, ur guarantee to crack the bulb, please, do not put a neon kit under a mustang! Plus they were illegal in my state and I payed heavy fines for it too......
What about the high HP stickers? Get a NOS one...bound to help performance. 
As far as the neons...not for a stang. In general, it's too bad that all of the best colors (red, white, and blue) are illegal on the streets because those colors are reserved for emergency vehicles.

It's rice if your driving (which I might add is illegal in most states), but its not bad if your car is parked or at shows. To get around the Emergency vehicle issue, I sugget green on the black stang..but if your state says its illegal and its not a show car- I wouldn't bother.
I wouldnt put neons under the car... however if you are dead set on neons somewhere, a set of small bulbs, one under each side of the dash puts a nice glow into the floorboard of your car. For a car with dark interior, i recommend running a 9" bulb on each side and a 6" on each side if the car has light interior. I ran 6" blues on my 2000GT (it was going to be used as a show car for a stereo company at one point). It made for a nice effect at night and went well with my stereo and indiglo guages.
Nothing wrong with neons if done tastefully (i.e. dont let the bulb be seen, just the glow and also do not let it be distracting i.e. above the dashline ever)
