That is the back end of the GT/CS or the Shelby GT. You should be able to order it.

I think you just can't change that but you would have to swap out the whole bumper as the black part is part of it I thought of that when I had my 05 GT If you look on Ponies on the run in Mustang Chat theres a few members that have made some changes like Rayman GtCss he has a link that shows his whole change over
