You simply cannot hide holes with vinyl as once they heat up they will conform to that shape so you would still be able to tell that there were holes there even if you had a solid piece of vinyl over them.

Yeah, not trying to be rude, but might want to peel that sticker off and see the local body shop to have those holes repaired if they bother you that much.
I know if the dealership that I bought my GT from did that, I would have told them that I would be glad to purchae it, as long as they ordered a new bumper cover for it.
We do not have to have license plates on the frt in GA, and I wouldn't put one on the front of a Mustang anyways...again JMO.

pretty noticable when you don't want them and your washing a vehicle that you paid enough money for to have an unmolested front bumper cover....I've tried looking up the price of the stock GT bumper in my Mitchells Database, but it has been updated yet for the month of Feburaray. You paid for an "undamaged" bumper didn't you. Wouldn't you be pissed off if someone door dinged you in the parking lot? It's the same thing....except appears the dealership did it to you.
If you are in California, there is a new law that states the dealer has to drill the holes for the front plate unless the buyer specifically requests that holes not be drilled. You will sign a form stating you understand the law and are deliberately disregarding it if you choose not to have the holes drilled.

I would pay it 10 times a year before I would put a tag on the front of my Mustang, or any other Sports car for that matter.
-Maybe I'm just spoiled by living in GA. heck 1/2 the cars here don't even have license plates....LOL
Except for the part where they can require you to have it signed off in person before clearing the cite. Which means you have to take it to a Highway Patrol office and pull up a seat until someone is avaialable to step outside and have a look to see if you actually complied.
Me thinks doing that 10 times a year would get old quick.
Personally, if it were me I'd just srop by the local Home Depot and pick up some of those plastic buttons that are made to snap into and cover up holes. I'd buy a half dozen and have them color matched to the car. I doubt they'd look any worse than the other 20 or so cars that are out there with similar. Especially considering a couple months from now your newest fixation will likely be the paint chips from all the rocks kicked up on the interstate.

It's funny because when I was a kid, I lowered my pickup way below code and tinted my side widows. I would get a ticket. I had to raise the truck, remove the film, go to the CHP office and wait for a CHP officer to sign the back of my citation. Was worth the effort of re-doing it all when I was 16, not now!
Thought: How about super magnets to get your front plate signed off at the CHP office. Before I get a ton of replies about how the front bumper is not metal, use super magnets behind the plastic bumper to hold the license in place at the CHP ofice. Glue screw heads to the license plate holes for asthetics....hahah dam thats funny!
