Installing Blackout panels?

Hi,
For those of you who have had blackout panels, I was wondering, for most blackout panels, do you remove the fake gas cap and put the blackout panel on, then put the faux gas cap over the panel, or do they simply cut a hole in the panel you put over the faux gas cap? I got the impression that all you do is stick the panel over whats already on the car.
But I read a thread about a carbon fiber panel with holes to put the gas cap back on. I like how that looks. The one I'm looking to order is here

Anyone know if that kind has a cut out for the cap? Or if you put the cap over the panel?

Is there a blackout panel that doesn't have a hole cut out? I saw a carbon fiber panel where it has holes cut so you can reattach the badge. Is there a blackout one that is like that?
