whats the extra cost of having personalized plates in California? I've considered it for some time but all I can find is pricing for the theme plates that a portion of the cost goes to charity.

no.
I decided if I went with Eleanor- people would think it was my name.
I am getting personals for my bday next month. It seems most of the pony/horse related tags are took.
I am debating:

MLO YLO
AT LAST
ALLMINE
SWEEEET
MYSTANG
APRILS5

Although.......

I was just playing around with that link to create custom plates and noticed that there isnt a zero, can you not have a zero on personal plates?

This is most likely because a “zero” and an “o” look the same. This way if an officer calls in a plate he knows right off the bat that it is an “o” not a zero.
