Why not a good stock CAI?

I was just thinking, the CAI seems to be a cheap and effective way to get more power, especially if the car is designed with the CAI from the start and is tuned from the get go. But why wouldn't a car manufacturer give a good free flowing CAI on a stock car? When I'm looking at cars I take H.P. and MPG heavy into any consideration and a CAI is a good way to up these numbers that they can put on spec sheets, but why would they opt for the stock black air box over a good CAI? Any thoughts?

agreed to the above....and add insurance. its already rated at a 19 at nationwide
